Description:

This program is part of strategic approaches aimed at sustained institutional strengthening to develop employment policies, fostering management capacities through city halls. Agreements and conventions will be signed with these city halls to maintain a close relationship for employment promotion through the following components:

Component No. 1: Local Office for Employment and Labor Market Intermediaries:

Training officials designated by the city hall to set up a local employment office with qualified technicians working in partnership with the Ministry of Labor, Employment and Social Security (MTESS) through the Public Employment Service.
Organizing job fairs, employment or labor market intermediation and strategic promotion plans for new jobs with the local business sector and the city hall.

Component No. 2: Vocational training:

Coordinating actions to gather data on training needs in towns and the development of courses by the National Service for Professional Promotion (SNPP), with the city hall counterpart and the National Vocational Education and Training System (SINAFOCAL).

Component No. 3: Soft skills training:

Developing soft skills training courses aimed at improving employability.

Component No. 4: Entrepreneurship:

Providing entrepreneurship and business planning training services, technical assistance on branding, business, trademark development and design, assistance and preparation for selection processes.

Component No. 5: Formalization and credit access:

Offering guidance on formalization and credit access procedures.

Component No. 6: Work protection and types of employment contracts

Providing advice on labor rights with emphasis on women workers and offering the different types of employment contracts.

Component No. 7: Internships and dual training programs at companies

Gathering data on needs and establishing internship programs in the community.

Component No. 8: Guidance for businesses and unions on labor regulations and platforms:

Offering guidance to businesses on current labor regulations and use of platforms to carry out employment procedures at the MTESS.

Objectives:

Coordinating actions with city halls, so that the services provided by the MTESS can reach job seekers and workers, thus strengthening employment policy management and promoting institutional improvement for city halls.

Describe the challenges of the program:

Getting local technical teams which are already qualified to train trainers, and promoting the development of local actors that create jobs, making the most of dual and professional training at companies and unions of each city, thus fostering entrepreneurship with the confidence that the MTESS will provide technical assistance and support in the development of business plans.
