Achievements
• In 2006, 23,642 people were targeted and got a job at a national scale, of which 28% per cent correspond to registered individuals and 68% per cent correspond to jobs available and demanded by the companies. • It is the only active policy of employment with a field of action in each one of the regions of Peru. • It has advanced towards a system of regulated coexistence between public and private institutions, which involved: municipalities, education entities, NGOs, etc. • In general, the program enables the meeting of the demand (employers) with the supply (job seekers) and of employment optimizing the information service. It reduces costs in terms of time and resources spent in the job search process. • The implementation of the EmpleosPerú Portal has reduced administrative time but has also generated important savings in management costs. One of the main problems of the process of labor-based intermediation is its administrative cost; with the Portal these costs decrease dramatically. • The EmpleosPerú Portal has been the first service that the Ministry has posted, for the citizens, under the name of “electronic Government”, which has improved the image of our institution and produced better technologies (chain effect) and services that have extended the quality of services provided to the users.
Lessons
• To promote the development of active policies of employment that address measures that directly affect the operation of the labor market in order to increase the level of employment. • To design a strategy for approaching the demand of the business sector, based on labor market analysis. • To modernize the employment services and implement technology that enables an extended coverage of services. • To promote the subsidiary principle by strengthening our field of action through local governments. • To strengthen the idea of working in a NETWORK within CIL PROEmpleo, to achieve joint work from the perspective of strategies and activities.
Describe the challenges of the program:
• To improve the information systems and promote training on the use of these instruments in all decentralized offices, at a national level. • To promote intermediation policies, budget increase and a higher number of human resources. • To consolidate the establishment of the Network internally by promoting its articulation with other programs and Directories of the Ministry of Labor and Employment. • To continue with the establishment of partnerships and agreements with cooperation agencies and international organizations. • To strengthen the Program through strategic partnerships with local governments. • To strengthen the Network services with quality products aimed to improve the employment level of Peruvians.
