Describe the challenges of the program:
This Strategy acknowledges the fact that challenges to formalize employment in Paraguay are multidimensional. Informal employment’s heterogeneity reflects the need to reinforce compliance in the formal sector, promote registration in the informal sector, and provide social guarantees to affected workers while transition towards formality is still ongoing.

Achieving the formalization goal requires constant evaluation and monitoring. Parties involved in focal points will follow up on the strategy’s implementation with contributions from information management organizations on progress made.
A control panel will be developed as a tool to monitor the Strategy. The panel will rely on the following factors:

Level of progress made with Working Groups’ agendas

Program implementation by participating organizations

Evolution of indicator panel.
This control panel will be an analytical report plan delivered to the Presidency every six months, and will include:

Accountability on commitments made

Control and evaluation system on indicators’ impact

Performance indicators for each focal point and its respective actions
-
Action schedule to be carried out over the following six months.
