The Bilateral Cooperation Activity between the Ministry of Labor of Colombia and the Ministry of Labor and Social Security of Uruguay on the formalization of paid domestic work was selected within the framework of the 16th. Call for the Inter-American Network for Labor Administration (RIAL) of the OAS in March 2023, to be carried out virtually.
 
OBJECTIVES AND PRODUCT
 
General Objective: Gain conceptual, technical and practical elements that allow us to correctly build a comprehensive strategy in order to progressively overcome the labor informality of paid domestic workers in our country.
 
Specific objectives:
 

  • Establish a permanent bilateral dialogue with the government of Uruguay on the path taken towards the labor formalization of domestic workers, the lessons learned, the good practices and the successful experiences.
  • Have advice for the construction of a comprehensive strategy that allows us from the multidimensional approach to progressively achieve the formalization of domestic work in our country, which implies addressing essential issues, such as the promotion of a new legal framework, the strengthening of the inclusion of domestic workers in the social security system, the expansion of income security guarantees, tax incentives, labor inspection processes, collective bargaining, and cultural transformation.

 
Product: At the beginning of the cooperation, a multidimensional strategy for the formalization of domestic work in Colombia was proposed as a product. Throughout the cooperation, this was reconsidered and the final product was a Pilot Guide for Labor Inspection of Domestic Work.
