The project forms part of the Master Plan for Spanish Cooperation 2009-2012, and seeks to promote active public policy designed to reduce social and regional disparities and contribute to greater economic and social cohesion in the partner countries.
In this specific case, it seeks to promote active public employment policy intended to improve job placement through the most appropriate career guidance and informational, and job training actions; gradually reduce underemployment and informal employment through support measures for job seekers and companies; and, in short, improve the employability of human capital and promote formal employment among the Paraguayan public.
Fundamentally, it focuses on the report on Technical Cooperation to Strengthen Public Employment Policy in Paraguay, prepared in 2008 by Spanish technical experts, an output of the technical assistance between the Ministry of Labor and Immigration of the Kingdom of Spain and the Ministry of Justice and Labor of the Republic of Paraguay.
It aims to consolidate public employment services in Paraguay by improving the National Employment Service, an area reporting to the Vice Ministry of Labor and Social Security of the Ministry of Justice and Labor.
It includes specific actions for the employment office network, the Labor Observatory, and job promotion and job training programs for the unemployed.
Goal: To contribute to the institutional strengthening of the National Employment Service as a the lead authority for the design and management of public employment policy that addresses different aspects of Paraguay’s labor market issues, including the implementation of measures to combat unemployment, underemployment, and informal employment, as well as affirmative action for the most vulnerable groups.
Purpose: To optimize National Employment Service management.
Expected results at project end are:
R.1. Definition and implementation of the organizational and operational restructuring of the Ministry of Justice and Labor’s employment area.
R.2. Expanded coverage of the employment network’s coverage within the territory.
R.3. Improved quality of labor brokerage and career guidance services in Paraguay.
R.3. Greater knowledge of the Paraguayan labor market and its potential.
R.5. Definition and launch of employment promotion programs at SNE headquarters and within the Employment Office Network.
R.6. Proposals defined to rationalize and promote the effectiveness of job training policies in Paraguay.
