The Training and Employment Insurance constitutes an Active Employment Policy tool within the framework of the Integral Employment Promotion Plan “More and Better Work”. This Plan is the primary strategy for the employment policy transformation of the last few years, which emphasizes on the development of a new intervention model centered in the recovery of the labor potential of unemployed workers and their articulation with the opportunities currently being offered by the productive sectors. These opportunities arise from a dynamic expansive economy which is paired with employment growth.
The Training and Employment Insurance started up in April 2006 and has as its main objective to institute an unemployment protection system with a non-contributive base that will be progressively extended to all the national territory.
For the implementation of the Training and Employment Insurance agreements are promoted with the Provinces, Buenos Aires and the Municipalities that contemplate strategies referring to the coordination of production, employment and professional training policies in which other institutional actors related to the labor and production world (chambers, companies, unions, NGOs, Universities, social organizations, etc.) participate.
This Active Policy tool promotes the articulation of diverse local actors -public and private- and assists them technically and financially in the design of integral benefits schemes destined to help people with employment issues. The integral benefit scheme is developed based on the Municipal Employment Offices which are strengthened by the Ministry of Labor and integrate the Public Employment Services Network which is the institutional liaison of mutual rapprochement and knowledge between persons actively seeking to get incorporated to the labor market, the institutions having the capacity of providing services that improve their employability and the employers having job openings.
The Training and Employment Insurance strengthens therefore, a benefit scheme that foresees the following services: i) orientation and assistance in the active search for employment; ii) labor intermediation for labor incorporation in the public and private sector; iii) access to basic and professional training services; iv) workforce development; v) technical assistance for the formulation of self-employment projects; vi) social services derivation.
The people covered by the Training and Employment Insurance receive, additionally, a monetary non-remunerative benefit of $225 per month for the first 18 months and $200 per month during the last 6 months. The period of time during which the benefit is received, is considered as effective service time that will be accredited towards social security benefits.
At present, people who are actively seeking a job and people who take part of the Head of Household Program have access to the Training and Employment Insurance. The norm establishes that the Insurance´s Coverage will be extended to people who participate in other Social and Employment Programs and other unemployed people.
