Description:

The idea behind the project is preparing a series of onsite or virtual courses and certifications with relevant, innovative content and teaching methods, in order to provide businesses with qualified workers that can increase industries’ and businesses’ productivity, contributing to the country’s economy as a result.

The project facilitates access to courses by the National Service for Professional Promotion (SNPP) and the National Vocational Education and Training System (SINAFOCAL) by providing support in child and elderly care. Moreover, a platform for entrepreneurs will be set up to help them start their businesses. Later on, a support system for the productivity of MSMEs will be established to contribute to the consolidation of their exports or local market economies, developing programs, content and systems that ensure an added value, so as to have more competitive business owners that may support the country’s economy.

The strategy includes vulnerable populations such as aboriginal peoples, with programs adapted to their own language and culture, as well as people deprived of their freedom and people with disabilities.

These programs are designed to combat poverty and create opportunities for those who have been excluded, thus integrating them into de national economy.

Objectives:

Getting the program and its content to reach an entire generation of Paraguayans through the certification of 150,000 young workers in 2020, achieving a 14 per cent annual growth by demand of the productive sector, young people and workers.
Turning the SNPP and SINAFOCAL into the main strategic partners of the national productive sector and, in particular, of MSMEs and entrepreneurs, as well as into a tool recognized by the country’s youth and workers to achieve professional growth and personal and family mobility, based on technological, personal and soft skills relevant to all regional and social classes, and to those productive sectors that are and will be the country’s driving force for growth.

Describe the challenges of the program:

The program observes challenges in a risk matrix, whose factors may affect the strategy’s execution and results. The main challenges to be considered are the programs’ perceived low quality, internal resistance to change, access to the program by people with low income (including women), entrepreneurs’ lack of time to participate in the programs, poor knowledge of the market’s reality, low access to technology and poor Internet connection, little awareness of this opportunity in the market, change of authorities, high implementation costs for technological systems, and regional economic downturn.

Still, it has been found that there are factors that mitigate these challenges, leading the program to success to a great extent.
