Describe the program's most important achievements and lessons learned:
ACHIEVEMENTS:
-
SAPI constitutes unprecedented progress in strengthening federal labor inspection.
-
The system was implemented by providing inspectors with personal computers to enable access everywhere, widening and strengthening coverage (e.g.: oil rigs, ships and mines).
-
The system operates with a command center run by STPS, which enables monitoring of and access to all existing users, in order to follow up on, supervise, advise and instruct inspectors in real time as an inspection develops, thus reducing discretionary actions in their performance.
-
The inspection process has been made more efficient by reducing mistakes, ensuring the inspection is conducted in a specific order, and standardizing documents required and reports’ results.
LESSONS LEARNED:
-
To conduct the inspection process efficiently, it is essential that it be updated by providing documents, scheduling and finalizing inspections in an agile and transparent way, verifying compliance with the inspection agenda at the national level, as well as monitoring the performance and actions of federal labor inspectors.
-
Since the Inspection Process Information Support System (SIAPI) started operating, standardizing the inspection process has proved to reduce discretionary actions when registering data in the inspection report. It also improves coverage and transparency regarding surveillance roles of compliance with labor regulations.
-
It strengthens efficacy and legal certainty for workers and employers, since it allows them to view the status of inspections performed on them, and speeds up inspection fulfillment at work centers.
Describe the challenges of the program:
-
Given the continuous update of regulations applicable to the inspection process and its complexity, it is essential to update and improve the system on a permanent basis to respond to the needs of the staff dedicated to the inspection process, as well as workers and employers.
