The Bilateral Cooperation Activity between the Governments of Argentina and Canada on Social Security was selected within the framework of the 13th. RIAL Call for Bilateral Cooperation, and consisted on three virtual sessions, which took place on September 29, October 15 and November 24, 2022. 
 
Originally, the activity was proposed as a visit of Canadian experts to Argentina. However, considering the pause that the COVID-19 pandemic put on official travel, both delegations decided to do it remotely. 
 
Objectives:
General:
To know the design and implementation of the Canadian pension system, to formulate policy alternatives for the Argentine pension system
Specific:  
 

  • Deeply analyze the Old Age Security program, its requirements and financing 
  • Examine the relationship between the Old Age Security program with other benefits and the rest of the social protection pillars  
  • Know the strengths and weaknesses of the Canadian pension system  
  • Know the adjustments made to the Canadian pension system in the framework of the COVID-19 pandemic.  

 
During the sessions, the pension system of different countries was learned in depth, a comparative approach between the Old Age Security program (OAS of Canada) and the Universal Pension for the Elderly (PUAM) of Argentina. Between the sessions, there was an exchange of relevant information, as well as questions from the delegation of Argentina, which were resolved in the following sessions. As a final product of the cooperation, the delegation of Argentina presented a Final Report that includes a component of steps to follow, where what will be done in Argentina is shared with the advice provided by Canada.
